Jay Franklin Foster is an accomplished finance and strategic planning executive with more than 22 years of leadership experience across corporate, government, and defense sectors. He brings extensive expertise in financial governance, long-range forecasting, capital allocation strategy, EBITDA performance management, and organizational sustainability.
Jay is currently a General Partner & Vice President of Financial Operations at Rustenburk Capital, LLC, where he supports business development modeling, operational forecasting, and enterprise performance strategy. Throughout his career, he has partnered with executive teams and Boards of Directors to strengthen fiscal oversight, enhance capital efficiency, and drive long-term growth initiatives.
His corporate experience includes leadership contributions at Rustenburk Capital, LLC; Chemring Sensors & Electronics; Westinghouse Nuclear Fuel, Inc.; Transcendia (a Goldman Sachs portfolio company); and Dish Network Television & Broadcasting, Inc. Across these organizations, Jay has supported global operations, developed multi-year forecasting strategies, improved working capital performance, and contributed to large-scale capital planning initiatives.
Jay honorably served as a Major, in the United States Army, where he held financial and operational responsibilities supporting major military programs. For his service, he was awarded the Meritorious Service Medal Army Commendation Medal (2nd Award), Army Achievement Medal (3rd Award), National Defense Service Medal, Global War on Terrorism Service Medal, NATO Medal, Army Service Ribbon, Overseas Service Ribbon, and earned the Parachutist Badge. Jay is also an Afghanistan Combat Veteran. His military service instilled in him a strong commitment to discipline, accountability, and mission-driven leadership.
As a member of the Board of Directors for this nonprofit child care organization, Jay provides financial oversight, governance leadership, and strategic insight to ensure the organization’s mission is supported by sound fiscal stewardship and long-term sustainability. His passion for community impact and service reflects his lifelong commitment to strengthening families and expanding access to quality child care services.
Jay holds a Master of Business Administration in Finance and a Bachelor of Science in Business Management.
